The Parish Clerk is the Responsible Officer to the Parish Council. His main job is to implement and support the decisions, aims and policies of the Council. In order to do this he must know the legal framework within which the Council works and understand the powers that have been delegated to the Council. When the Council is making a decision he must be able to advise them to ensure they are acting legally and within their policies.

The Parish Clerk prepares the agenda for the Parish Council meetings and for all the committee meetings. Following any meeting he writes the minutes and circulates them to the entire council or to the committee members. He writes letters or sends emails relevant to the business dealt with at the meetings. He deals with all the post, giving it to the relevant councillor or bringing it to the notice of the Council at the next Parish Council meeting. He posts the agenda on the Parish Council notice boards and circulates it to councillors.

The Responsible Financial Officer (RFO) issues purchase orders for work instructed and receives all invoices and writes the cheques for payment. All payments are listed on the agenda for the monthly Full Council meetings, confirmed and approved by Council and signed by at least two of the councillors at the meeting. He also receives all income and pays it into the parish bank accounts.
All accounts are completed by the RFO on the Alpha Software program which is used by a majority of Parish Councils. The accounts are audited by Parish Councillors, a qualified independent Internal Auditor appointed by the council and by an External Auditor (currently Grant Thornton) appointed by the governing authority for local government councils.
