The Parish Clerk is the Proper Officer to the Parish Council. Her main role is to implement and support the decisions, aims and policies of the Council. In order to do this she must know the legal framework within which the Council works and understand the powers that have been delegated to the Council. When the Council is making a decision she must be able to advise them to ensure they are acting legally and within their policies.
The Parish Clerk prepares the agenda for the Parish Council meetings and for all the committee meetings. Following any meeting she writes the minutes and circulates them to the entire council or to the committee members. The Clerk also writes letters or sends emails relevant to the business dealt with at the meetings. She deals with all the post, giving it to the relevant councillor or bringing it to the notice of the Council at the next Parish Council meeting. She posts the agenda on the Parish Council notice boards and circulates it to councillors.The Responsible Finance Officer
Martin Dolton, Finance Officer (RFO)
The Responsible Financial Officer (RFO) issues purchase orders for work instructed and receives all invoices and writes the cheques for payment. All payments are listed as a schedule on the agenda for the monthly Full Council meetings, confirmed and approved by Council and signed by at least two of the councillors . He also receives all income and pays it into the parish bank accounts.
All accounts are completed by the RFO on the Alpha Software program which is used by a majority of Parish Councils. The accounts are audited by Parish Councillors, a qualified independent Internal Auditor appointed by the council and by an External Auditor (currently Grant Thornton) appointed by the governing authority for local government councils.
